The State Corporation Commission (SCC) seeks a Learning and Development (L&D) Specialist to join its Division of Human Resources (HR). The L&D Specialist will have the opportunity to assess learning needs, recommend solutions, design curriculum, and teach and facilitate courses for employees. This L&D Specialist will enhance and manage existing programs for new managers and employees aspiring to leadership positions and will design and implement the SCC’s annual compliance training. After assessing learning needs across our workforce, the L&D Specialist will be responsible for developing and facilitating additional learning programs to meet the needs of the SCC. Using both Percipio and LinkedIn Learning, the candidate selected for this position will customize and design learning paths for individual and/or team development. Additional responsibilities of this position will include key projects to assist with strategic initiatives such as structured onboarding programs, development action plans, retention strategies, and other related work.
Preferred qualifications for this position include considerable professional experience in human resources, primarily in learning and development with some experience in instructional design and facilitation. A bachelor’s degree in Human Resources, Instructional Design and Technology, or a related field is strongly preferred. A master’s degree in Human Resources, Instructional Design or a related field is desired. Related certifications in HR and/or Learning & Development are preferred. Applicants must have the ability to design and facilitate learning programs and provide coaching to enhance performance and retention. Excellent verbal and written communication skills are required. The ability to establish relationships and work effectively with SCC divisions to assess and recommend learning solutions is required. Ideal candidates for this position will have effective analytical skills; the ability to organize and multi-task; the ability to use sound judgment for decision-making; and will be proactive and self-motivated. Strong knowledge of computers and proficiency with the Microsoft Office Suite is required. Experience working with Instructional Design software like Articulate or Adobe Captivate is strongly preferred.

This position will be classified in the SCC Salary Structure as a Grade P-9 or P-11, depending on the selected candidate’s qualifications and experience, and will be exempt from the provisions of the Fair Labor Standards Act (FLSA).
