    Learning and Development Manager

    Anticipated Starting Salary Range: $78,800-$110,000

    Starting Salary Commensurate with Qualifications and Experience

    The State Corporation Commission (SCC) seeks a Learning and Development (L&D) Manager to join its Division of Human Resources (HR). Joining the HR team, the L&D Manager will support the learning and development needs of the SCC’s 650+ employees. The L&D Manager will have responsibility for defining the L&D strategy, assessing learning needs, designing curriculum, and will teach and facilitate courses for employees. The L&D Manager will enhance and manage existing programs to support leadership development, including training for new managers and for employees aspiring to leadership positions. After assessing learning needs across our workforce, the L&D Manager will be responsible for developing and facilitating additional learning programs to meet the needs of the SCC. Percipio, LinkedIn Learning, and Articulate will be used to customize and design learning paths for individual and/or team development. The selected candidate for this position will also manage the SCC’s annual compliance training. Additional responsibilities of this position will include key projects to assist with strategic initiatives such as structured onboarding programs, developing job rotations, development action plans, and other related work. This position offers a hybrid work schedule (generally 3 days of telework, 2 days in office), on-the-job training, and professional development opportunities.


    Preferred qualifications for this position include considerable professional experience in learning and development with some experience in instructional design and facilitation as well as some experience in human resources. A bachelor’s degree in Human Resources, Communications, Instructional Design and Technology, or a related field is strongly preferred. A master’s degree in a related field is a plus. Related certifications in HR and/or Learning & Development are preferred. Experience leading and managing staff is a plus. Applicants must have the ability to design and facilitate learning programs and provide coaching to enhance performance and development. Excellent verbal and written communication skills are required. The ability to establish relationships and work effectively with SCC divisions to assess and recommend learning solutions is required. Ideal candidates for this position will: have effective analytical skills; have the ability to organize, multi-task, meet deadlines, and use sound judgment for decision-making; and will be proactive and self-motivated. Strong knowledge of computers and proficiency with the Microsoft Office Suite is required. Experience working with Instructional Design software like Articulate or Adobe Captivate is strongly preferred.

    This position will be classified in the SCC Salary Structure as a Grade P-13 or P-14, depending on the selected candidate’s qualifications and experience, and will be exempt from the provisions of the Fair Labor Standards Act (FLSA).
