Under the direction of the Human Resources Learning and Development Manager, the Learning and Development Program Specialist provides collegial program support for all stakeholders for a variety of adult learning programs.
The incumbent will support Learning and Development organizational goals for professional development to include, a) innovative program design and development; b) program implementation; c) solution focused approach to problem solving for programs; d) implementation of continuous program improvement and initiatives using formal and informal analytical tools.

Essential Functions (functions and duties that are critical to performing the job)
Coordination and facilitation of all program components for the Authority’s adult learning programs.
Expedite implementation (development) of program(s) components to include curriculum and instructional content; instructors, program learning materials, delivery methodologies, program contracts, program promotion and communication; and stakeholder reporting.
Assist with the development of course content and materials as required.
Maintain program (s) objectives to ensure alignment with Virginia ABC Authority’s strategic direction.
Incorporate effective training project planning techniques.
Provide weekly updates to the learning and development manager.
Facilitate the acquisition and procurement of program materials and equipment.
Apply fundamental research skills to the instructional design process.
Recruit program (s) participants/attendees utilizing approved program recruitment process(s).
Provide vendors, instructors and consultants with content, materials, reports in accordance with contractual timeframes.
Construct and implement collaboration site for program participants and stakeholders using Share Point.
Provide feedback to participants when required by subject matter experts, instructors and program manager, stakeholders.
Establish and maintain instructor credibility by maintaining a high level of professionalism, trust, and respect in and out of the classroom.
Provide timely and consistent debriefs to LD Manager regarding program(s) issues/concerns.
Conduct program(s) assessments/evaluations on going to determine effectiveness and utilize data to implement corrections as needed.
Expedite instructional design, course development, course instruction/facilitation with other LD projects as assigned.
Establish and maintain a high level of professionalism, trust, credibility and respect among all stakeholders.

Computer proficiency (Excel and Word, Power Point, authoring technologies).
Proficiency with MS Share Point.

Maintain a fast work pace with strong time management/organizational skills.
Maintain confidentiality with matters requiring Human Resource intervention.

Bachelor’s degree in Adult Learning or Human Resource Development and three (3) + years’ experience coordinating/implementing learning programs. CPLP certification (Managing Learning Programs) may suffice if no degree in Adult Learning.
